How to force a database refresh:

Open Strelok Pro.
Go to the Main Calculator Screen.
Tap on the Bullet selection field (usually at the top).
Tap the Three Dots (menu) in the corner of the bullet list.

Wait for the progress bar. This downloads the latest strelok_data.db file.
Restart the app completely (swipe it away from recent apps).
